Milestones
In 1998 the final draft of ICD-10-CM was available. Also upon HCFA's request the CPT editorial panel deleted codes 80002-80019 and replaced them with specifically defined test panels. The CPT-4 book contained the following statement "80002-80019 have been deleted. To report, see codes under Organ or Disease oriented Panels." In August 2000, CPT was selected as the procedure coding system for physician and hospital outpatient services under the Health Insurance Portability and Accountability Act of 1996 (HIPAA).Directory of medical coding training colleges and schools. Changes
The year 2002 brought changes to the CPT definitions for surgeons. The global surgical package was expanded considerably to specify additional services that are widely recognized as part of the surgical package. In 2004 the Medicare Prescription Drug Improvement and Modernization Act contained a provision that ICD-9 codes must be updated twice a year, rather than just once a year. This new rule applies to both, ICD-9 diagnosis and ICD-9 procedure codes. On January 1, 2005, AMA released new 
Category III Codes, which contain a set of temporary codes for emerging technology, services and procedures, and will be implemented July 1, 2005. Also CMS eliminated the 90-day grace period for implementation of HCPCS codes.The Health Insurance Portability and Accountability Act (HIPAA) now requires that medical code sets must be date-of-service compliant. Also, under the new Medicare reform law local lab fee schedule, national payment limits in CPT 80000 series, new lab and pathology coding changes and new fee schedules were implemented for clinical labs and doctors.
